Progression: clear each family on Faith Criminal to unlock Citizen in Good Standing, then Angel of Devotion, then Eternal Leader. Eternal Leader rewards belong to an intentionally extreme non-ranked card tier.
Authoritative encounter runner: signed-in accounts can begin a persistent seeded battlefield, reconnect to it, and submit moves for server resolution. The server advances the Ministry, records challenge statistics, evaluates completion, and grants rewards; the browser cannot self-award them.
